教育部符應國際化及全球化兩大時代主軸,從落實十二年國民基本教育「自發、互動、共
好」的理念,到培養學生「多元文化與國際理解」的核心素養,於109年5月14日發布「中小學
國際教育白皮書2.0」,本計畫實施期程為六年(2020年至2025年),以「接軌國際、鏈結全
球」為願景,希冀達成「培育全球公民、促進教育國際化及拓展全球交流」目標。
依據教育部國際教育2.0政策,本縣施政計畫將國際教育納入重點施政方向,為整合內外部
資源,以苗栗縣公館國中為資源中心統整推動工作,作為政策協調及推動核心,並設有三個任務
型學校(蟠桃國小、文華國小、公館國中)共同協辦。另外也成立國際教育輔導團,依據各教育
層級教師不同教學需求,提供相關課程與教學資源,以開拓本縣學子之視野,並提升本縣學子的
競爭力。                                        


「熊霸-國際栗」出版品為國際教育資源中心輔導員研發成果,本系列從食-茶、衣-藍染、
育-新丁、樂-音樂等生活面向開展,連結在地特色,開創全球視野SDGs,半年來輔導團員們
討論、激盪、修正,希冀成為本縣教師推動國際教育的最佳小幫手,更加期許學子亦能善用此資
源,達到「彰顯國家價值」、「尊重多元文化與國際理解」、「強化國際移動力」、「善盡全球
公民責任」國際教育2.0目標,讓本縣的中小學教育國際化邁向新的里程碑。

In response to the global trends of internationalization and globalization, the Ministry of Education has aligned national education with the principles of Taiwan’s 12-Year Basic Education: “Spontaneity, Interaction, and the Common Good.” On May 14, 2020, the MOE released the White Paper on International Education for Primary and Secondary Schools 2.0. This six-year initiative (2020–2025) is driven by the vision of “Connecting with the World and Engaging Globally,” with the goals of:
  • Cultivating global citizens
  • Promoting the internationalization of education
  • Expanding global exchange
Following this national policy, Miaoli County has made international education a key strategic priority. To coordinate efforts and integrate internal and external resources, Gongguan Junior High School was designated as the International Education Resource Center and serves as the coordination and promotion hub for the county. Three task-based partner schools—Pantao Elementary, Wenhua Elementary, and Gongguan Junior High—work in collaboration to implement programs. Additionally, an International Education Advisory Team has been formed to support teachers across all educational levels by providing curricula and teaching resources tailored to diverse classroom needs. This structure aims to broaden students’ global perspectives and enhance their international competitiveness.
The “Bear Ba – Global Li” publication series represents the achievements of the Resource Center’s advisors. Developed through months of collaborative research, discussion, and refinement, the series explores themes of daily life—including tea (food), indigo dyeing (clothing), naming traditions (culture), and music (entertainment)—connecting local cultural features to global awareness and the UN Sustainable Development Goals (SDGs).
This series is designed as a practical teaching resource for educators in Miaoli County to implement international education in classrooms. It is also intended to empower students to:
 
  • Embrace national values
  • Respect multiculturalism and international understanding
  • Strengthen global mobility
  • Fulfill the responsibilities of global citizenship
Together, these efforts represent a major milestone in the internationalization of primary and secondary education in Miaoli.
