緣起
本縣依據教育部國際教育2.0政策，109年度本縣施政計畫也將國際教育納入重點施政方向，109年雖是國際教育2.0預備年，但教育部已勾勒未來預估6年投入10億元，輔導全國三分之一中小學參與學校國際化認證。認證分為初階、進階、高階，通過認證學校，可進一步爭取「學校國際化獎」，經過審核、實地訪視後，可優先得到國際參訪及交流機會。為爭取未來中央國際教育經費挹注本縣國中小，故成立本縣國際教育資源中心，以協助本縣國際教育之擘劃，以開拓本縣學子之視野，並提升本縣學子的競爭力。
在全球化趨勢下，教育需要創新，以培養具適應世界變遷及跨文化溝通之人才，資源中心扮演著促進全縣中小學共同推動國際教育，加強國際教育之深度，並從地理區域上及國際知能上擴大學習向度，提升國際教育學習之廣度，落實學校本位國際教育計畫，其中「國際交流」面向，除歐美國家外，也配合政府新南向政策，積極鼓勵各校與東南亞國家合作與交流，包含新加坡、柬埔寨、泰國、緬甸、越南、馬來西亞、印尼、菲律賓等，強化各國文化與語言，以涵養本縣學子之全球競合力。
因應新住民族群已佔本縣一定比例，故迫切推動本縣新住民語文領域教材教法研究及課程發展。除召開新住民組定期會議外，並邀請外聘輔導員進行課程與教學研發，藉由專家學者指導，編輯相關教材，提供本縣教學支援人員練習與運用，使其教學更得心應手，多項培訓及教學資源協助，也讓許多本縣新住民教育得以展開新頁。
To keep pace with international trends, the Ministry of Education (MOE) emphasizes internationalization and globalization as key priorities. Guided by the 12-Year Basic Education philosophy of “self-directed learning, interaction, and mutual benefit”, the MOE launched International Education 2.0 on May 14, 2020. Running through 2025, the initiative aims to connect globally, link internationally, cultivating global citizens, promoting educational internationalization, and expanding global exchange opportunities—paving the way for Taiwan’s 2030 Bilingual Nation goal.
Following MOE guidelines, Miaoli County has made international education a core focus. The county established the International Education Resource Center to coordinate programs, broaden students’ global perspectives, and enhance competitiveness. Schools are supported to pursue internationalization certification—from basic to advanced levels—with opportunities to compete for the School Internationalization Award and participate in international exchanges.
Under globalization, students need cross-cultural communication skills and adaptability. Miaoli’s programs combine local culture with global perspectives, offering both in-class and experiential learning. Schools are encouraged to collaborate internationally—not only with Europe and the U.S., but also with Southeast Asian countries under Taiwan’s New Southbound Policy, including Singapore, Cambodia, Thailand, Myanmar, Vietnam, Malaysia, Indonesia, and the Philippines. These exchanges strengthen cultural and language skills while cultivating students’ global competitiveness.
Recognizing the growing new immigrant population, Miaoli County also develops language curricula and teaching strategies for these students. Through expert guidance, training, and specialized teaching materials, educators are empowered to provide effective and engaging instruction, helping new immigrant students thrive.
Miaoli County continues to lead in international education, creating innovative learning opportunities that are rooted locally and connected globally.
