國際教育中心
簡介
國際教育近年在聯合國及國際組織的倡導下，受到全球各先進國家重視並提 出政策，且「國際學生能力評量計畫」（Programme for International Student Assessment，簡稱 PISA）於民國（以下同）107 年更將全球素養列為評量項目之一。因此在臺灣，推動中小學國際教育亦成為刻不容緩之重要議題，中小學國際教育之推動不僅讓臺灣與國際接軌，透過中小學學校師生跨國或跨文化的交流，更強化國家未來競爭力。
有感於國際教育的重要，我國於88年起持續推動邁入第四期的「高級中學第二外語教育五年計畫」，更為擴大國際教育參與學層、培育國際化的人才，於 100 年首次提出「國際教育白皮書1.0」，明確宣示高級中等以下學校的國際教育目標、策略及行動方案。教育部為了符應中小學教育國際化趨勢，培養學生「多元文化與國際理解」的核心素養，於108年4月成立「中小學教育國際化專案辦公室（以下稱國際教育專辦）」針對國際教育白皮書1.0 執行結果進行檢討，研擬「中小學國際教育白皮書 2.0」（以下稱國際教育 2.0），並於109年5月 14 日正式發布，據以賡續推動國際教育。 國際教育2.0奠基於「12 年國教課程綱要」、「中小學國際教育普及化」、 「跨域資源的整合運用」及「教育主管機關扮演關鍵角色」四項理念，以「接軌國際、鏈結全球」為發展願景，設定「培育全球公民」、「促進教育國際化」及「拓展全球交流」三大目標。提出「精進學校本位國際教育」、「打造國際化環境」及「建立國際架接機制」三個策略與 13 項行動方案。國際教育 2.0 推動迄今，已有初步的成果，然而隨著時空演進，加上嚴重特殊傳染性肺炎（以下簡稱 COVID-19）於 108 年起的蔓延全球，面對著後疫情時代來臨，復以上全球化、數位化及少子女化等多重衝擊，國際教育之推動亟需適度滾動修正各項執行目標與策略，爰本國際教育中程發展計畫乃應運而生。承上，本中程發展計畫是植基於國際教育 2.0，因應國際教育趨勢，精簡推動組織架構及呼應行政減量，進行跨領域資源整合，由中央、地方與全國中小學共同落實推動，群策群力構建符應世界思潮與打造友善國際教育環境，嘉惠全國中小學莘莘學子，循序漸進邁向「接軌國際、鏈結全球」之願景。
中心成立【109/8/1-112/12/31資源中心，113/1/1起更名為中心】
109年8月獲苗栗縣政府指派，公館國中方麗萍校長承接苗栗縣國際教育資源中心主任，為整合本縣內外部資源，以公館國中為資源中心統整推動工作，作為政策協調及推動核心，並設有三個任務型學校(蟠桃國小、文華國小、公館國中)共同協辦。
而其中國際教育最重要的區塊則為課程發展與教學，「接軌國際、鏈結全球」，中小學國際教育朝向普及化，因此陪伴中小學老師了解國際教育，並致力創建更友善的國際化環境及更多樣的國際交流機會，為苗栗縣為首要任務。因此率全國之先，於110年2月1日正式成立國際教育輔導團(小組)，從高中、國中至國小，依據各教育層級教師不同教學需求，提供相關課程與教學資源，以開拓本縣學子之視野，並提升本縣學子的競爭力，讓苗栗縣中小學教育國際化邁向新的里程碑。
另全國首創的「國際村」於111年11月熱鬧揭牌，包括國際栗、東北亞（戀戀JK）和東南亞（航向SEA界）3間情境教室，結合多元文化主題和永續發展目標（SDGs）國際議題的課程設計，搭配科技VR、AR與綠幕牆面沉浸式體驗，藉由創新、探索、遊戲、體驗的模式，讓學生身歷情境，不用出國就可以感受到國外的風土人情。
113年1月1日國際教育資源中心改名為國際教育中心，原三個任務學校也改由公館國中、文華國小、後龍國小協助苗栗縣政府推動國際教育各項業務；同年8月方麗萍校長調任至苗栗縣建國國中，故苗栗縣國際教育中心也從公館國中移至建國國中，未來我們仍會持續努力，藉由「在地國際化」的目標發展，以更貼近在地需求與全球視野的課程，期望打造融合學科知識及語言能力的全方位學習，帶動地方成長動能，為苗栗的教育注入活水，並培養走向世界的國際人才，也讓世界走進苗栗！
Introduction
In recent years, international education has gained significant attention worldwide, supported by the United Nations and other global organizations. Many advanced countries have introduced policies to promote it. In 2018, the Programme for International Student Assessment (PISA) officially included "global competence" as one of its assessment criteria. Accordingly, promoting international education in elementary and secondary schools in Taiwan has become an urgent and important issue. It not only helps Taiwan align with the international community but also enhances the future competitiveness of the nation through cross-national and cross-cultural exchanges between teachers and students.
Recognizing the importance of international education, Taiwan has implemented the "Five-Year Plan for Second Foreign Language Education in Senior High Schools" since 1999, now in its fourth phase. To broaden participation in international education and cultivate global talent, the "International Education White Paper 1.0" was introduced in 2011. It clearly outlined the goals, strategies, and action plans for international education in schools at or below the senior high level.
In line with the trend of educational internationalization and to cultivate students' core competencies in "multiculturalism and international understanding," the Ministry of Education established the "Office for the Internationalization of Primary and Secondary Education" in April 2019. This office reviewed the outcomes of White Paper 1.0 and developed "International Education White Paper 2.0," which was officially released on May 14, 2020, to continue advancing international education.
International Education 2.0 is built on four key principles:
Establishment of the Center
(From Aug. 1, 2020 to Dec. 31, 2023 as a Resource Center; renamed as a Center from Jan. 1, 2024)
In August 2020, the Miaoli County Government appointed Principal Fang Lih-Ping of Gongguan Junior High School as Director of the Miaoli County International Education Resource Center. The center, based at Gongguan Junior High, aimed to consolidate internal and external resources to promote international education. It served as the coordination and implementation hub, supported by three partner schools: Pantao Elementary School, Wenhua Elementary School, and Gongguan Junior High School.
One of the most critical aspects of international education is curriculum development and teaching. To fulfill the goal of "Connecting Globally," international education in elementary and junior high schools is moving toward broader implementation. Therefore, helping teachers understand international education and fostering a more inclusive and diverse international learning environment are key missions in Miaoli County.
On February 1, 2021, the county pioneered the establishment of the International Education Advisory Team. This team, spanning from senior high to junior high and elementary school levels, offers curriculum and teaching resources tailored to different educational stages, aiming to broaden students' perspectives and enhance their competitiveness — marking a new milestone for the internationalization of Miaoli's primary and secondary education.
In another nationwide first, the "International Village" officially opened in November 2022. It features three themed classrooms — “International Chestnut,” “Northeast Asia: JK Romance,” and “Southeast Asia: Sailing to SEA” — designed around multicultural themes and Sustainable Development Goals (SDGs). These immersive environments, equipped with VR, AR, and green screen technologies, allow students to explore and experience global cultures through innovation, discovery, play, and direct interaction — all without leaving Taiwan.
On January 1, 2024, the International Education Resource Center was renamed the International Education Center. The three supporting schools were revised to Gongguan Junior High School, Wenhua Elementary School, and Houlong Elementary School. In August 2024, Principal Fang Lih-Ping was transferred to Jianguo Junior High School, leading to the relocation of the center to Jianguo Junior High. Looking forward, we will continue to strive toward the goal of “local internationalization,” offering curricula that meet local needs while maintaining a global perspective. Our aim is to integrate subject knowledge with language learning, drive regional development, enrich education in Miaoli, and nurture global citizens who can both explore the world and bring the world to Miaoli.
